That spin ride is the Huss Top Spin on James E. Strates Shows midway. They are the only traveling carnival with a Huss Top Spin. It has to travel by railroad, which Strates Shows still does now days, only remaining carnival to travel by rail. The ride is just too heavy to travel by truck and on the highway.
