If I remember rightly, the 'stopping distances' as given in the Highway Code are for a Morris Minor. Modern cars stop in at MOST 2/3 of the distance; 'sports' or luxury cars stop in 1/2 the distance.
Also these adverts usually talk about the speed at which someone is hit, this doesn't account for braking at all.
whats the point of calling a person an idiot the commerical got the point across to someone, who cares if it's real. that video should be shown to all the people who bitch about getting speeding tickets

the car would not have taken an extra 21 feet to stop it takes about 1-2 feet in my car (an average ford mondeo 2009)
also it wouldnt have hurt the pedestrians at 5 mph they are all wrong screw them!
