He was a church official who was in charge of local affairs, keeping law and order (this is in a time before police) and attending to various local civil administrative duties (such as matters concerning workhouse orphans like Oliver).

@JuanMacready Overall, the film was better than the West End Version (that I saw). Stage musicals are usually better than the film but a story like Oliver Twist needs a little less music and a little bit more story. The film version has much more of a Dickens feel to it.
