Ive heard complaining that Ulqui is the strongest, no he isnt! Since he focused his strength into regeneration and defense ( such as gettin his arm chopped off and regeneratin his eye ) he can fight for longer thus outlasting opponents. Tactical I will admit. That is whyy Aizen sent him on most strength, the defense, like how he casts away Uraharas attack. He still is strong but more focused in other areas.
