You are confusing issues. Tel Aviv is recognized as Israel, not Revava and settlements. Bringing in settlers into the West Bank is based on international law illegal and so is the confiscation of land that Palestinians own. Jewish Israelis are moved into settlements in order to annex land. Israel annexes the West Bank and Gaza lands and other countries are supposed to give them the nationality? How about withdrawing much of the settlements and creating two states?
The 1948 borders are what apply to Israel, i.e., the borders prior to the 1967 six day war. No leader has agreed to remove all the settlers. This is not true. Barak wanted to annext the settlements.
Olmert and Barak and got close. Leaving parts won't bring peace, because there would still be occupation and no final agreement, no security arrangement.

israel itself offered exactly what you just suggested. it's the palestinians who refused because they wanted more.
israel did leave gaza and parts of the west bank, but it didn't stop terrorist attacks.
israel said many times it would leave all these territories in exchange for a peace treaty.

both Rabin and Barak only wanted to keep a few of the settlements which are on the border, and to give other territory in exchange equal in size.
their offer was completely reasonable but it was rejected because the palestinians wanted more lands from israel for refugees from arab countries.
they wanted them to come into israel and not into the palestinian state.
that was the problem and not the borders or settelments.
