1. As a matter of fact, the council of EU ministers is called European Council, rather than Council of the European Union, although it comprises but ministers of EU countries. But you are right. This promotional video was my coursework for Political Marketing at a British university, therefore it is targeted at a British audience (hence the 4th on June) rather than a Norwegian or Swiss one.

My point of view is, however, that it is the Commission and the ECB that suffer of such an illegitimacy, not the Parliament, being the most democratic organ of the EU. Therefore no state can be over-represented to such an extent that your train of thought would suggest, leading to a formidable oppression of states such as Luxemburg (Germany having 160 times more seats in the European Parliament). At the same time a Parliament with thousands of MEPs would be highly ineffective. My point of view is that the current allocation of seats, even if not perfect, is fairer and more effective than one strictly based on population size would be.

As far as your other point goes,the referendums were for the EEC which WAS a trading block but has now mutated into a political system intent on replacing sovereign states...without the consent of their peoples.

Article 1 of what you refer to is something like this: "All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development."

1.These are not the European elections (Norway,Switzerland etc.also belong to Europe)
These are EU elections.
2.The elections are not democratic : In a real democracy every vote has the same weight.
38,000 votes are needed in Luxemburg to chose an MEP. In Germany the number of votes needed is 628,000.
3.Europeans were never asked if they wanted an EU parliament & an un-elected legislative.
