I don't know what to tell you about the time. besides that slapping isn't the whole issue- start sleeping with a metronome or something.

Bass is a rythym instrument, so you HAVE TO GET IN TIME.

You need to listen to the original recording a little better. You are playing stuff high on your neck that just shouldn't be there. And I also missed the cool little fills Tim plays during the guitar solo part. Just keep practicing! All songs on that RATM CD rock and are great to play for a bassist.
