That guy who came out of the car should have been shot after the second warning, police can call it self defence, but he did disobey a police officers order to stay in the car and can be prosecuted for assaulting a police officer. The first guy however should have been searched for weapons, then take it away.
In my opinion the officer should have used the arresting person as a human shield, even though they aren't allowed to do so, and people can see it as unethical and immorally wrong.
