In CAT III B or CAT III C ILS the DH could be 0 if the visibility is very low.
CAT III requires a certified aircraft as well as certified ILS CAT III crew too.
DH Could be 50, 20 or 0, always if the airport and aircraft has the equipment for that kind of approach. The Runway Visual Range of CAT III B must be like 75mt to 150mt, while in CAT III C theres no such limitation.

What does Decision Height mean? Also whats the deal with markers? Does that help the Pilots to tell them they are a certain are from the airport?

@dano94 Decision Height is a altitude where the pilots have to make the decision of whether to land or to go around.
