He probably didn't buy 2 tags for deer. You have to buy tags for certain deer like white tail male, What ever you have tags for, you can shoot. If you dont have enough or no tags for an animal, you will be charged big time if you shoot it.

If we don't hunt deer and other game, they become overpopulated, making them a nusance to our land and crops. They destroy vegitation and make driving very dangerous.
