Because quickscoping takes ALOT more skill than hardscoping, quickscoping requires you to be able to target someone, within a fraction of a second, while harscoping gives you endless amounts of time to shoot them. Thats why quickscopers are extemly better than hardscopers.

But in MW2 it's way easier than any other game because of perks like slight of hand and the uber unreal fast aimdownsight, and when scoped in, the crosshair is right in the middle. I agree it takes more skill than hardscoping but still not as much as a real pro gamer with proper aim and reflexes, because its a oneshot kill, and you have to aim on your target for a millisecond, unlike other guns.
