filamentous algy, is it cottony to touch, or slimy?
too high ph, or acid from frog waste.
there are snails to keep in the pond to control bring water sample to pond supplier to find out exactly what needs, chemical wise.
too much can kill all the animals.

empty pond, treat, refil, stabilize, the put wildlife back.(remember to keep fish in the pond water somewhere for now)
(Husband is an Arborist/climber, he said it is an algae. too much will over run te pond, but if you have a coy pond, then some algae is necessary)

It looks similar to a plant i bought for my aquariums.Except its leaves are fine like an asparagus!
No idea. But you've had a lot of rain, some strange stuff pops up when there's too much moisture.

True ,Ive been wanting to start growing pond plants to sell maybe my wish came true a new breed!
Not much to go on, I'll take a guess and say some sore of aquatic moss like peat moss. If you find large pod like things growing out there then don't go to sleep, and watch the skys. lol

I'm going to have to investigate further tomorrow, and make sure there is no pod:)
