Because the power of discipline has been removed from teachers resulted in this type of behavior.
Back in the day, that kid would have had her hands and fingernairs seriously fucked up with her parents' concent with a consecutive ass-kicking at home.
But since kids are treated like some type of angelic, can-do-no-wrong, creatures, they get away with way too much these days.
What she was teasing was not a teacher, but her very own future and at the same time, setting a very poor example.

Kids need to realize the people you know in school mean nothing to you the moment you walk across the stage at the end of your twelfth year.

Actually, I was the kid who never got freshman initiation because I had too many friends who wouldn't let anyone touch me.

I don't care what problems she has in life, nothing warrants that kind of behavior at any age. Age, and homelife are an excuse now days for kids to act how they want.

Freshman Initiation usually happens during Homecoming week aka spirit week. It's when the upper classmen beat up the freshman and/or play pranks on them.
Initiation is anything from getting beat up, to being thrown in the trash, etc. It can be just for that week (usually) or in some cases the whole freshmen year.
Also known as Hazing.
