It's originally a song by Imogen Heap, as heard in this video, called Hide and Seek. It gained internet popularity through a recurring joke in the Anime Hell videos, parodying a sorta silly moment in a WB show that was supposed to be serious. It's played after a character is dramatically shot.

However, the one you've heard on the radio was called Watcha Say by Jason Derulo, who kinda took that part of the song and mixed it up with his own.
