I believe it is you who should have a sight exam taken. As an addendum, please do take a collision mechanics class.
#35 clearly lowers the shoulder, tilts the head to his right shoulder, makes contact with the shoulder first, secondary with the helmet. boom goes QB's helmet.
If the QB wouldn't have dropped his posture a bit, the helmet of the tackler would've hit him right in the chest and not in the facemask.
Finally, the officials:
When the runner's helmet comes completely off, the clock has to be stopped
Be decisive about the dead ball spot, especially that close to the goal line
More presence, more intense body language. Your presence could have prevented the UNC
Don't grab the flag and put it back. Make the decision in your mind, then act
Where is the Referee? On a run he should be following the runner and be there immediately to assist. Action on the QB is the R's responsibility.

What do I think of the defender, though?
- bad tackling, if you want to call this a tackle at all. A more experienced runner takes the hit and gains the addtiional 2 yd for the TD
- bad sportsmanship. Don't make any gesture to a player you just tackled hard. UNCs may easily lead to a DQ.

Former official here.
I do not consider this a foul for illegal helmet contact. Why?
- the defender does not _lead_ with the helmet, but instead leads with the shoulder. The helmet to the chest is secondary to the shoulder contact
- the defender does not "launch" himself (leaves his feet) and does not deliberately "target" the opponents head

this was no helmet to helmet. #35 lowers the shoulder, aiming for the numbers. the helmet hits the numbers, the shoulder hits the body.

#35's helmet hit qb straight on the chin, that's why it flew away - that on itself is not a penalty, but targeting is
and there's also taunting by #35
anyhow, qb knows now to lower his shoulder in such situation
