No, you can't play as Chaos in any way in either game unless you hack it.

You can play as chaos in any version, But only if you use CW cheat (Which is kinda like action Replay; However, it's not sold in stores and you have to hack your PSP to get it)

Got a couple questions for you. I inputed the cheats but I can't seem to pull off the moves you did. Like the intro with Stage 3 Chaos and his "ex-burst". Do I need to activate all the movesets or only one?

you need all the codes n. to use his final form moves press R + Square while on the ground and for his exburst its up + O while on the ground when using his final form moves.
