I love Stallings’s roaring rendition of “42nd Street” during the subway scene. You really get the feeling of being in the bustle of a major metropolis like NYC. I only wish that you could hear it in its entirety.
I think it more like based on Oliver Hardy of "Laurel & Hardy". Heck, the baby is pretty fat & his hair look with the mustache make him look like Hardy there. ;)

I saw this cartoon on TV as a child and it inspired me to grab a pen and draw mustaches on all campaign posters on phone poles in my neighborhood during election seasons.
Looking at the ads at the beginning, I believe that I can tell the following - at 0:24, the guy in the bellboy outfit is taken directly from Philip Morris cigarettes ("Call for Pheelip Morriees!"). The cow at 0:28 is Borden. To the right of the cow is pretty obvious, as the Campbell's soup logo has not changed much in nearly 70 years. The kid with a tire and a candle is for Fisk tires - the slogan was "Time to Retire". The RCA "His Master's Voice" ad is also pretty recognizable.
