I don't see what you see. Her hair is curly, not wavy. It's just that her curls are looser, not tight. Loose curls doesn't equal waves. Shakira's hair is wavy, and it's nothing like this lady's hair.

How do you get your hair curly on the top? Mine is like flat on the top and then super curly like yours on the bottom and underneath

if you get a few layers put into your hair it will make the top much more curly :)
