what if im playing a riff where my palm isnt on the back of the neck? do i have to practice changing my hand position to put my palm on the neck for every bend that i do? or is it ok to soley use your finger muscles to bend?

If you manage to get the sound right, then there won't be any difference in sound.
BUT try to work with the thicker strings with fingers only. I guarantee your fingers will be sore long before you can do a nice tone bend. You just make yourself work harder and lose speed and efficiency.

Just work on positioning your fingers so that they are either not touching the other strings or muting them, and if all else fails palm mute lol.
