I'd recommend any age that you can seriously weigh the pros and cons of having a facial piercing. There are not many jobs that will allow 'public' piercings. I'm lucky to work in a retail store where they encourage creativity like that. =)
So, you just have decide if you are willing to be turned down for a lot of jobs, or willing to take out your piercing and have a gapping hole during work.
Any age that you can consider that, I think you are ready.
It is different with people. A lot people like to use the hoop because it's easier to clean and leaves room for swelling. A stud is good for people who think they will be playing with their lip a lot during the healing process. You shouldn't play with it while it heals.
I got the hoop and after two weeks of torturous eating, I had the piercer switch me to a stud. It was working really well until I couldn't get it to clean right. So we switched back to the hoop for cleaning purposes.
So it all depends on you. I'd go with the hoop, but be prepared to go on a sort of luke-warm soup diet. It's very had to eat with a hoop and even with a stud.
Ur hairs look's awesome :P i think to get piercing under my lip, i know it don't hurt's but scared :D

Hoop or stud, the 'easiness' of getting the piercing is the same. It's just a matter of what YOU can keep CLEAN the best.
