Yeah, you're not supposed to beat him. He's there to stop people from trying to sail on the Floating Continent. You have to appease his rage by clearing the Nepto Temple and defeating the Giant Rat boss.
ya..., there's several bosses that are like this in several games... like the very first gonghead in breath of fire 2 u fight, even hacked and have yourself at max level, he is impossible to defeat. its not rare to find enemies like these...
@italianstali01 then youre playing the game the wrong way. Sure he has 3-4 different forms and that annoying impersonate trick, but ive never died when battled him. The only troublesome boss for me was the optional boss :magician Faust. But then again, buying that cheat helm Legend Casque made that battle easy too, just equip the appropriate dragoon armor if you still have some problems :) Great game thou, too bad it never came a sequel :(
Examples: Ruby/emerald Weapon (those guys are like impossible to defeat), Metal overlord from sonic heroes, Biolizard from sonic adv. 2, Death Egg robo from sonic4 (If you think that's hard, try getting the Untouchable trophy), and many others, like the demon gate boss or Rapps in FF7.
Find some better bosses, this guy doesn't top them. Ever tried Mario, that's more like your game.

CC Minerva isn't hard you can beat her at lv 70 but still you need is to have 99x phoenix downs and a lot of mp to spam energy or use haymaker to deal 99,999 dmg if u have that dmg remover thing equipped haven't played the game in a long time but Minerva is like a 6 or so hour fight but not very hard and the hidden boss from Touhou 7 now that is truly a boss to reckon with....
@elmondark Zanmato is for cheaters only. Thats like using cheat codes or cheat devices, and thats truly for pussies.Try and defeat him the real way and he can be a challange. ive only defeated him twice and i spent around 50 hours to overpower my characters for that. Penance should always be on "the hard ass" list IMO
@0scargd Ozma isn't that hard with Amarant, just equip Return Magic and Ninja Gear/Egoist's Armlet to absorb Doomsday and send it back at him.
The friendly Yan on Vile Island has higher stats than Ozma, and the hidden boss Tantarian can't be killed unless you hit the proper damage numbers, not to mention the Paper Storm and Doom...
on ff 7 on the weapons they seemed hard as well but when i grinded a bit more in early game then i usually do they ended up being easy : / odd isent it

It could have something to do with the fact that you aren't supposed to beat this boss. Herpin and Derpin level to the max. Also you would have had to cheat to get ultimate weapons at this point in the game. At least try the next time you troll. :3

@catman9222 only yiazmat take that long. Hell wyrm and omega mark 12 took me about 20-30 minutes each to defeat. And besides, you can save just outside yiazmat which take the challenge away, really :/ Ive had much more headache completing Devil may cry (dante must die) and gears of war (insane mode) The bosses there are a real pain..
Crisis Core is so dumbed down, simplified and unbalanced when compared to Kingdom hearts BBS that I have trouble beleiving it can actually have tougher bonus bosses. God knows you can't just spam Costly Punch against Lingering Sentiment or Mysterious Figure
Difficulty's don't count. Anything is difficult on stupid insane mode. You cannot change the difficulty on Final Fantasy. Level 99 is the max, that's your limit you can't change the difficulty because there is no option to do so. Basically you're dead.
@lKopal well i dont agree. You are constantly changing the difficulty level on FF. Example in FFX, by going around the entire sphere grid you are completely powered up and the game goes into "Easy mode" From scratch you can call it hard mode. So if you dont move on the sphere grid at all, the fight against Penance will be IMPOSSIBLE. See my point?

I always went through and did all the extra shizz, spent time drawing, etc etc. BUT my other comment still stands.. Post a vid! If you do beat him (cheat) then you spawn in your boat on the edge of the water. As soon as you move you fight him again, since you're pushed back each time, there's no point.
Hardest boss has to be the last handful of bosses at the end of Xenogears. You had to beast a handful of them, and no saves in between, and no resting in between.
Eh. Hardest boss I've ever fought was the 2nd to last boss in Xenogears... really she was the last real boss since the last one was merely a 1 on 1 slugfest where you are in godmode making it a pushover but the 2nd to last boss was LITERALLY all up to chance. I had the best gear and everything and the only reason why I beat it was because of luck which is the only way to beat that boss. Eff that blue hair bitch!

@JohnsonBoba They made a second one? I know of Xenosaga but that series is only semi related to Xenogears. Yeah I remember it was a chain boss event. You had to flawlessly kill the guy before the 2nd to last boss if you wanted any chance and then you had to flawlessly execute everything in a certain time frame which was impossible without luck making it a stupid hard fight. The story for that game was so compelling I never would of otherwise.
@sepheroth696 - Hell yeah. Ozma is harder than Omega Weapon. Ozma actually has quite low HP, but the battle is incredibly frustrating because so much is left up to luck. If you get by Meteor and then Curse, you will die, no matter how high your levels are.
I think one of the toughest non-optional RPG bosses is Wiegraf from Tactics, because the game stacks the deck against you in every way.
@alexis9000 he meant to be beaten by people who beat the game first max there stats then get bored. when you fight him snow is supposed to have around 30k HP but its very possible you can beat him with less though

@catman9222 only yiazmat take that long. Hell wyrm and omega mark 12 took me about 20-30 minutes each to defeat. And besides, you can save just outside yiazmat which take the challenge away, really :/ Ive had much more headache completing Devil may cry (dante must die) and gears of war (insane mode) The bosses there are a real pain..

Crisis Core is so dumbed down, simplified and unbalanced when compared to Kingdom hearts BBS that I have trouble beleiving it can actually have tougher bonus bosses. God knows you can't just spam Costly Punch against Lingering Sentiment or Mysterious Figure

Difficulty's don't count. Anything is difficult on stupid insane mode. You cannot change the difficulty on Final Fantasy. Level 99 is the max, that's your limit you can't change the difficulty because there is no option to do so. Basically you're dead.

@lKopal well i dont agree. You are constantly changing the difficulty level on FF. Example in FFX, by going around the entire sphere grid you are completely powered up and the game goes into "Easy mode" From scratch you can call it hard mode. So if you dont move on the sphere grid at all, the fight against Penance will be IMPOSSIBLE. See my point?

I always went through and did all the extra shizz, spent time drawing, etc etc. BUT my other comment still stands.. Post a vid! I'd be interested in watching a low level run on some of the big bosses.

If you do beat him (cheat) then you spawn in your boat on the edge of the water. As soon as you move you fight him again, since you're pushed back each time, there's no point.

Hardest boss has to be the last handful of bosses at the end of Xenogears. You had to beast a handful of them, and no saves in between, and no resting in between.

Eh. Hardest boss I've ever fought was the 2nd to last boss in Xenogears... really she was the last real boss since the last one was merely a 1 on 1 slugfest where you are in godmode making it a pushover but the 2nd to last boss was LITERALLY all up to chance. I had the best gear and everything and the only reason why I beat it was because of luck which is the only way to beat that boss. Eff that blue hair bitch!

@JohnsonBoba They made a second one? I know of Xenosaga but that series is only semi related to Xenogears. Yeah I remember it was a chain boss event. You had to flawlessly kill the guy before the 2nd to last boss if you wanted any chance and then you had to flawlessly execute everything in a certain time frame which was impossible without luck making it a stupid hard fight. The story for that game was so compelling I never would of otherwise.

@sepheroth696 - Hell yeah. Ozma is harder than Omega Weapon. Ozma actually has quite low HP, but the battle is incredibly frustrating because so much is left up to luck. If you get by Meteor and then Curse, you will die, no matter how high your levels are.
I think one of the toughest non-optional RPG bosses is Wiegraf from Tactics, because the game stacks the deck against you in every way.
