Yeah, they are staying home because they already have kidnapped & raped & are holding all the children in their backyards....for safe-keeping (18yrs). I think parolees should be thoroughly monitored, because situations like with Garrido shouldn't be tolerated. But it seems like a violation of the rights of individuals to tell them they can't have lights on, or answer their door to anyone but police, or other such nonsense. Tell them they can't give out candy, tell them to stay away from kids. Those should be every day rules.  Ugh, I just shudder the idea of someone going back to prison for having a porch light on.

Nothing but pure fear mongering. There has only been ONE CASE of where a child was sexually assaulted and killed on Halloween, and that was in 1975 by a person who was NOT a sex offender.
