@twistrmike some scotch needs water, some don't. You need to experiment a little, and of course depends on your taste.
But a water mix with blended scotch do work, especially with the peaty ones (for me at least), like Teacher's or Black Grouse.
Get a pint glass, fill it with ice, half scotch, half water, like in the vid. *BUT* please, drink it before ice melts too much. It doesn't burn, but peaty barley sugar taste remains. Very refreshing. Everyone should try it once.

I think most people who want a scotch and water would want no ice, and only a small amount of water, not filling the glass. the serving suggested here would be a tragic waste of good scotch, and I can't see why someone would want to drink it at all. It wouldn't taste like much of anything.
Good Scotch needs just a splash of water to uncover rich aroma. And I personally prefer it wothout rocks. But I drink only single malts. To serve them this way will be waste of money. If you do not like the aroma and richness of good Scotch why drink it at all.
You ruined the drink!! It's true you can add some water to get all the taste out of the scotch, but you drowned it!
