He was responding to Edwards' claims of our current economy in his "two Americas" speech as being the cause of all these homeless vets. O'Reilly was saying that any homeless veterans are not homeless because of the economy, but the result of issues such as substance abuse or untreated PTSD.
More importantly, what else you missed was the next sentence. He said any homeless veteran brought to his attention, he and his staff would personally make sure that this veteran got the help s/he needed, be it mental health treatment for PTSD or other problems, or drug treatment for substance abuse. Again, he never claimed there were no homeless vets--just that they weren't homeless for the reasons Edwards was claiming, and thus were not legitimate ammo for Edwards' "2 Americas" bullshit
