Actually you can see the year 1964 between brackets , they have done so in order to tell you that the listening belongs to that year, but the performace is from 2010 :)
She is singing live, but the audio is swapped out with a remastered version of the original song for some reason. You can hear the recording fading out towards the end as she comes in with that last "Downtown" -- that's the only part that we're hearing of the live performance. A shame, I would've liked to hear the live performance instead.

@markdelaney - I would hope that Petula Clark was too intelligent and classy to lipsync to a recording that is 46 years old, especially when it would be so obvious. Why would the "orchestra" have a person playing the chimes @ 2:30 when there isn't a chime on the original recording? I think that the audio was replaced, not be the uploader but by the producers of the show. This has been done on many PBS musical reunion shows due to the artists vocals not being considered good enough..
