Honestly, 22k faces is NOT what is considered a high poly count nowadays. I'm not even sure it'd be considered high if you said 220k ...
Do you have a high res picture where the camera shows the shadow in more detail? Did you use PCF or VSM?

Unless you're working in Zbrush or similar, 22k and 220k definately is high poly.
