This is totally false. Everything that he said could and has happened with paper ballots. Just like in Florida when Bush decided not to count foreign and military ballots and the huge controversy over "dimpled" and "hanging" chads. Also about the phones, it would be more akin to words that were spoken over the phone line then the phones themselves, meaning that some words(votes) may be misinterpreted, but you will know where they are coming from, and can ask the sender to repeat themselves.
You obviously have huge gaps in your understanding of computers, code, and networks. He is ENTIRELY right. Computers are intrinsically unfit to tabulate votes securely. It doesn't matter what's happened with paper. You can't rig an election with paper. Electronically, its relatively simple.

To change 5237 votes in a crate takes manpower, effort, and grace. To change that many votes on a computer takes a few cans of Dr Pepper and a fat guy double clicking a few times. People are so dumb these days, it's really sad.
What makes it worse is that Diebold and the 3Republican controlled companies that make 99%of voting machies have patents which pretty much prohibits anyone else from making voting machines. So, they own the IP concept of electronic voting and no one else would have thought of that!
I can't understand why we cant use e-voting machines with a ticker-tape printer that also provides a paper trail to verify that the results are correct. This way you can audit a voting box, station, county, etc. by comparing the numbers on the ticker-tape to what's in the database.

(i have very limited knowledge of public key cryptography so any input is appreciated by other coder types coming from digg.)
It is not the identity of the machine that is in question, but the identity of the vote tied to the person. It simply no longer exists because each electronic vote is meant to be anonymous.
This is all very scary. I think we really have to assume that the party that will win in the US in November is the party with the best tech savvy, not the one with the most 'votes'.
