Arteries loose blood at a much faster rate than veins as they are under higher pressure. The reason you see the blood oozing out and not spraying out in bursts is that it was a vein, specifically his internal jugular vein, that was cut. If it had been a carotid artery that was severed, the blood loss would have been too severe and he would not have survived.
