Those fools on the big boat are wrong, even though theyre yelling! The small boat is coming from the starboard side and therefore the big one has to go to starboard to pass along the portside of the other ship.
If someone thinks it is not coming from starboard, then its a head-on situation and they both have to do something. The small one is definitely larger then 12 meters so the big boat has to act - and by the way, in every collision situation everyone - so the big boat too - has to act!
@jamigaad Not always, sometimes the ship is in a restricted movement situation such as a channel. They are unable to move. I once saw a 24 or 25 foot sailboat argue over the right of way with a 400 foot ship in the Tampa bay ship channel.
@jamigaad reguardless of who has the right of way they are bolth wrong rule 2 of the colregs says that when the situation reaches extremis bolth vesels wether stand on or give way must take action to avoid collision
