i like to call europe the center of electronic music. the "no1" DJs/producers, as you call them, are of course from the netherlands and france (i.e. armin van buuren, tiesto, guetta).

but still, you can't deny that producers such as manian, robin brandes (better known as Rob Mayth and Dave Darell) and dan winter are producing awesome and (!) popular electronic music

You said it really to generally. And germany? Are you kidding me? The only DJ I know from Germany is pop music maker. Even don't remember his name, but he used to create music like "You've got so great tits" or some shit like that. Very ambitious. The most DJ's I know comes from Netherland, Italia, Denmark. I'm not saying, that Germany hasn't any good DJs. It surely have. But they're just not the best and they're definitely NOT nr.1.
