This is Sondheim's dotted rhythm...recall the character is "Dot"...this little musical "joke" runs in various forms (staccato being another) throughout the show.

@jotheodorou the dotted rhythm and staccato is more of an allusion to the pointillist technique that Georges Seurat used in his paintings.
