Those "Coffins" are known as "Coffin Liners". What they do is place the casket within those to ensure that the dirt around the coffins don't crush it. This is a good way in case of a pandemic of diseases and ensures that whatever the corpse has doesn't leak into the soil.
Besides, why would they use this to hide bodies? wouldn't they just do what the Nazis do and bury the bodies in just a massive pit or burn the bodies?
