I believe it's simply a way to randomize practicing - This prevents your mind from being programmed into a routine that can cause bordom when practicing (same songs in same order, from start to finish). It alerts your mind when you are told (by the cards) to start playing from the 14th measure, for example.
I think about it this way--it's a way to break a song up into it's phrases, and then mix up the phrases and practice them in a random order. It's an excellent way to make memory stronger since a "memory slip" no longer has to send you to the beginning of the piece for a correction--also performances become more expressive as you play a piece "phrase by phrase" just like speaking--it's done one meaningful sentence at a time.

I will watch this video again; but still, I think I am going to walk away without a full understanding of what the Scramble game is.
