the reason is because its called Express Service elevator if its a 29 floor hotel some will serve lets say 1-15 and 16-29 between 1 and 16 is the EXPRESS ZONE it goes faster in that zone and if no floors are selected between 29 and 16 it will skip more floors

Yes, it is a Schindler. Some elevators so from 6-28 and 29-51.
