If a subject is resisting and not complying with the commands the officer is allowed to use reasonable force to get the subject to comply seeing how it's a female , in many cases it's easier to have the female ride the lightning instead of getting to physical .

Where was she restrained? Her hands were not cuffed, nor was she shackled. And what international law is it breaking?
