wait a second you have to like take into fact that some people might not know how you went to that local host thing or what your index is. Sometimes you do these tutorials and you dont consider that.

@francheskapugh12 You don't need any server to use CSS. Firefox, IE, Opera, Chrome can open any html file.

Body is an HTML element. He's using CSS to format the body properties in an external stylesheet.
