The US government defines the words Hispanic and Latino, and as such, they are political labels. Thankfully, the US has not created a Nuremburg-Law-type pseudo-scientific basis for a racial id of those political labels, so none of their definition is about one's biology including, but not limited to the tone of one's skin, the angle or the color of one's eyes, one's bone structure, (continued below)...

As for the word, Hispanic's historical meaning, it means white, European; and, to this day, this historical meaning is the way, it's used in Latin America. Latin Americans are as diverse as the entire population of the United States. I can't tell you how often I have spoken to Latin Americans who are perplexed at the misuse.
