I think they made her gender neutral and then since the majority of people think she is a girl, they made her a girl.
Honestly thought it was a guy though, I mean she could even participate in Heihachi's male only Headbutt Carnival special move.

She is a tomboy, act like a boy, that's whuy she do the headbutt carnival thing, and all the other male things. If you want a "pretty boy", you have plenty out there, try Elliot form Dead or Alive, for example

That being said the way she voiced her sounded like a girl who can't sound like a boy trying her best. I knew cause A: her hips while not huge where too big for males and B: her face was feminine and in tekken even pretty boys still look like boys and not girls on boys bodies.
