Dogs are suseptable to obsessive behaviors just like people. This dog might have learned to play with the fence as an outlet for pent up energy and anxiety. I think the people in the video are looking for a way to legally get the dog out of that situation and trying to use the excuse that its too skinny. The dog might do well with a "job" to constructively focus that energy.
For the breed the dog looks fine. Talk to a vet about what the body shape should look like before you go pointing out things. It is a slim build dog which is not dangerous to the dog at all. Look at the muscle mass on the animal. A starved dog does not have that form of muscle mass. It's good that you have a heart and want to help but please educate yourself before posting videos like this onto the web. No one is going to take you serious if you do not.

She is very stressed in the video, and this behaviour should be prevented by whoever took the video (prevented in a kind way).
My German Sheppard "Muller"does the same thing with our gate at the back of my house by my gargen.And I'll tell you "Muller"never been abused.If anything he's spoiled big time He sleeps in bed with my children.He's got so many toys it's funny.He's a member of our family.But about 8 months ago i built a fence with gate and every time he goes to the back he does the same thing to the gate as the dog in the video,it's kind of funny when "Muller"does it.
