You can play that way. You can play off the end of a double (well, not until the sides are used, usually) and to play of the end means you can be use any of the three sides of an open face. Later she picks up a played tile and moves it - but until that point she was demonstrating legal moves (except for playing off the end of the down before the sides are used).
