The only thing it does is back up side streets causing traffic on side roads waiting to get onto the highway. And at no point should you have to stop to enter the freeway. The point of the on ramp is to build up speed to merge with the other maniacs doing 80+ mph. I personally ignore all ramp meters/lights.

We ramp meters in Canada (mainly in Ontario along the QEW in Mississauga). They only work in rush hour when traffic is heaviest.
