You are most of the way to the punchline. Whitelaw was Home Secretary, and (perhaps like all Home Secretaries) was seen as rather extremely right-wing (witness his 'short sharp shock' policy on young offenders). Hence his (humorous) association with the 'British Movement Government' by the Cambridge Footlights.
