The rule was there before Brady even got injured, they announced a clarification of the rule before the 2009 season, a year later, to prevent a QB for having his season ruined and possibly his career, don't blame the victim, blame the defensive players that are making stupid hits, like James Harrison and Brandon Merriwhether for changing the rules.
