It's a parody of the opening to Makai Tenshi Djibril 4, from what I know. I'm more familiar with the girls than the series they parody here. As for them, the girls are from a different series, Touhou Project. Search for either Perfect Cherry Blossum or Scarlet Weather Rhapsody to get a good idea of where they come from.

It's actually very easy. Time consuming, but easy. I assume it took about four to sixteen weeks, depending on the program's capability for tracing.  Most likely rotoscoping through flash.
