Look at the backdrop. It's a painting. There is no magical utopia, it's all a lie. Everyone outside the walls is dead. Basically, he made this big journey for nothing.

At least that's the version that makes the most sense to me.

I didn't think twice when i first saw this. Thought he made it to the "city".

But if you look carefully you will notice that what you looks like a city at first is just a "painted wall".

What, where, why, and so on- like most games, you never get to know. But there was no city. That's for sure.
