The morals that you quoted are laws because they are written. They are concepts. You are talking about the same thing at the begining b/w free and unfree spirits, but with mixed information. I would be skeptical to say that impulses come from the world of ideas. if so, wouldn't that be an individual thought of what someone(or teachings) told us to do before hand, from past experiences.
