The oil in the Temple was not spoiled, it was ritually impure. Anyone could have brought olive oil in Jerusalem, but they needed ritually pure olive oil for the Menorah. Only a small jar of old olive oil found by miracle lasted for the 8 days it took for a man to go to Tekoa, produce the oil, rest on Shabbat, and make it all the way back to Jerusalem with the oil.
