In the case of martial law, as long as it doesn't have some evil purpose, it can be used to make sure we have enough military members protecting us from individuals who might be a serious threat. If we have made enough enemies abroad that we have individuals willing to wage war on our soil, our police force may not be able to handle the threat by itself.
