It is heavily debated as to what the WoB is supposed to represent; some see it as an actual person while others see the WoB as a metaphor for a nation, with most scholars believing that the WoB was a metaphor for the Roman Empire....

Besides: The Babylonian Empire was not "set up against God", seeing as the modern concept of God did not exist in that time period.
