In the early 1990's the drug war in Miami was so bad that the Miami Police department had problems filing slots. So many officers were dying in the war on drugs that no one wanted to become police officers. To aid the problem the requirements to become a police officer in Miami were so low that ANYONE could qualify. All that was required was to pass a drug test.
